Preheat oven to 375°F. Line a baking sheet with parchment paper.
Add buffalo sauce to one bowl. Add Panko breadcrumbs, pepper, celery seed and onion powder to another small bowl.
Slice chicken into small pieces. Coat well in buffalo sauce, before coating with seasoned Panko mixture. Place on prepared baking sheet. Bake for 25-30 minutes or until center reads at least 165 degrees.
Shave carrots and celery into long strips. Toss romain, carrots and celery in chunky blue cheese dressing. Add blue cheese crumbles and buffalo chicken tenders prior to serving.
