In a large bowl or stand mixer, add bread flour, sugar, yeast, salt, basil and garlic. With mixer on low, begin adding liquid ingredients (olive oil, milk and warm water). Mix until fully combined and dough is no longer sticking to the bowl. If necessary, add additional flour by the spoonful until dough no longer sticks.
Transfer dough to a large bowl greased with olive oil. Cover and let rise in a warm location for 1-2 hours.
Preheat oven to 350°F. Using a regular or jumbo size muffin tray, spray cavities with olive oil or favorite baking spray. Break off chunks of dough, roll into 1 inch balls. Divide balls among muffin cavities.
Brush tops of dough with melted butter. Sprinkle with parmesan cheese. Bake for 15-20 minutes or until turning light golden. Carefully remove rolls from tray, cool on a wire rack or basket. Enjoy warm.
