In a medium saucepan, combine heavy cream, milk and sugar. Stir to dissolve sugar. When mixture begins to steam, add chocolate. Gently whisk to melt chocolate. Stir in peppermint extract.
If serving with whipped cream, beat heavy cream, powdered sugar and peppermint extract together in a medium bowl until stiff peaks form. Pipe or spoon over hot chocolate.
Garnish with chocolate shavings and serve with optional mini candy canes.
